Customer Advisory Further information on US Customs Importer Security Filing - Customs "10+2" Please see below for further information and recommendation on several shipment topics that have generated questions on ISF filing. House B/L numbers JF Hillebrand often receives requests from importers and customs brokers to provide "lowest level AMS data", "House b/l numbers", etc. However, for shipments to the US, JF Hillebrand as the appointed forwarder for North American Shippers Association (NASA) does not issue house bills of ladings according to FMC regulations. All shipments are handled on a direct carrier/ steam ship line bill of lading only. The carrier bill of lading number is the correct B/L number that should be used for AMS and ISF filing. Consolidations For consolidations of orders from multiple suppliers into one single container for one single consignee, JF Hillebrand will issue in principal one single carrier bill of lading for all orders together. The shipper on the carrier bill of lading is the JF Hillebrand office in the origin country, acting as consolidator. The names of the various wineries contained in the container and the bill of lading will be mentioned in the body of the bill of lading. For the AMS filing, there is one bill of lading and one bill of lading number. For ISF filing, JF Hillebrand USA will provide a full list with full details of all the separate orders from the various suppliers that are covered by the bill of lading. The exact seller, buyer, manufacturer, container stuffing location, HTSUS code, etc will be provided for each individual order. However, all these orders will share the same carrier bill of lading number. For these orders there will be several ISF filings against the one single bill of lading number. This has been verified with US customs as an acceptable way of filing the ISF information, as long as the carrier bill of lading number used in the various ISF filing match with an AMS entry, and all orders are filed for ISF by the same importer of record, or the appointed customs broker. "Part bills of lading" Since JF Hillebrand as forwarder cannot issue NVO House bills of ladings for individual shipments in a consolidated container, due to FMC regulations, it may be necessary in certain cases to have the ocean carrier issue "part bills of lading". Part bills of ladings are bills that cover only a part of the contents of a container, for example only one order from one winery and origin. Note that a "part bills of ladings" is not the same as a house bill of lading because they are issued by the steamship line/ocean carrier and not by JF Hillebrand. Part bills of lading are issued when the winery/shipper/exporter in a consolidated container in the origin country insists on obtaining a bill of lading that covers only his order. This is likely to apply for consolidated shipments from New World Wine countries and for FOB shipments. JF Hillebrand recommends that US consignees instruct their overseas suppliers of the new ISF regulations and advise them to use a single bill of lading (as opposed to part bill of lading) to make the ISF filing less complicated and cheaper for the US importer and customs broker.
