Received below regarding Clean Truck Program: PortCheck, the not-for-profit company created by the West Coast Marine Terminal Operator Agreement (WCMTOA) to collect the Clean Truck Fee (CTF) for the Port of Los Angeles and Port of Long Beach, announced today that it will begin to collect the fee on November 17, 2008. This follows the initiation of electronic gate access at the marine container terminals on November 10, 2008. Under the ports' program, the beneficial cargo owner (the party named on the bill of lading) is responsible for paying the CTF. The CTF will be payable by credit card or electronic funds transfer, and must be paid before a container can enter or leave the terminals. Before the CTF can be paid, the cargo must be claimed. Beginning November 17th, no cargo will be allowed to enter or exit from a marine container terminal unless the cargo has been claimed. Beneficial cargo owners (BCOs) can begin to familiarize themselves with the process of claiming cargo beginning Monday, November 3rd, by visiting the PortCheck page at www.pierpass-tmf.org. BCOs that are already registered in PierPASS will automatically be uploaded in to PortCheck. BCOs that are automatically uploaded from PierPASS in to PortCheck will first have to accept the terms and conditions of PortCheck before their account will get extended in to PortCheck. Beginning Monday, November 3rd, PortCheck encourages BCOs to visit the website to make sure they are registered, familiarize themselves with how it looks, how to navigate its pages, and to begin to claim cargo. Prior to the availability of the PortCheck website, PortCheck urges cargo owners that are not in PierPASS to register on the PierPASS site (www.pierpass-tmf.org). These records will automatically be uploaded to PortCheck. Beginning November 3rd, cargo owners will be able to register thru the PortCheck website. PortCheck will be distributing much more information about claiming cargo, paying the CTF, and other PortCheck related issues in the coming weeks. Please be on the lookout for our communications.
